A los ciudadanos venezolanos detenidos se les investiga por haber comprado una licencia en Venezuela para canjearla por una española, pero la mayoría de ellos alega que es inocente. En total la Policía española ha detenido a 293 personas de origen venezolano por poseer carnés de conducir aparentemente falsos, sin embargo, abogados defienden que muchos de ellos son inocentes, víctimas de la escasez de plástico y otros materiales básicos en Venezuela. Muchos detenidos, que han sido liberados con cargos, alegan que obtuvieron su licencia en Venezuela de forma lícita tras haber superado las pruebas. Dicen haber sido señalados como sospechosos por haber presentado carnés de papel.
Madrid es la provincia donde más venezolanos han sido detenidos en dicha operación, con un saldo de 67 ciudadanos venezolanos detenidos; seguida de Tenerife con 65, Alicante con 35, Valladolid con 28 y Málaga con 24.
La campaña de arrestos ha sido anunciada este martes por la Policía Nacional en una nota de prensa, pero la preocupación ya corría en la comunidad de venezolanos en España. La noticia ha preocupado a miles de venezolanos que esperan que la Dirección General de Tráfico (DGT) convalide sus carnés. El hecho de tener antecedentes policiales y/o antecedentes penales puede suponer que las autoridades de extranjería paralicen sus respectivos procesos, además que muchos dependen de su carné para continuar desempeñando su trabajo, entre ellos numerosos repartidores a domicilio, un sector donde predominan los ciudadanos de origen venezolano.
Portavoces de la Policía Nacional expresan que la operación ha concluido: “Por el momento ya se da por terminada”. Pero el problema de la homologación de carnés venezolanos viene de largo y fuentes de la comunidad temen que se vean afectados otras personas dentro de las miles de ese país que han solicitado recientemente un canje en la DGT.
La Policía detectó en agosto un nuevo formato de carné que no cumple con los requisitos legales requeridos para el canje por un carné español de acuerdo, con el convenio de convalidaciones entre ambos países. El Gobierno de Venezuela creó hace años este nuevo formato de papel con un código QR para que los titulares lo descargaran desde la página web del Gobierno venezolano y lo imprimieran.
Según fuentes de la policía, algunos arrestados recurrían a grupos criminales para conseguir una falsificación del formato anterior, contactando con mafias en Venezuela que les conseguían una licencia a cambio del pago de 90 dólares.
La problemática de las licencias de conducir venezolanas se remonta al año 2018, momento en que las autoridades españolas cancelaron el canje tras detectar documentos falsificados. España va a reanudar las homologaciones en julio de 2019 y va a recibir entonces una avalancha de solicitudes que provocaron largas listas de espera en la DGT. Ha sido este departamento el que ha dado la voz de alarma a la Policía.
Dicha operación policial supone una de las mayores de los últimos años contra la falsificación de carnés de conducir. Las fuerzas y cuerpos de seguridad detectaron 362 falsificaciones de este tipo en 2017, 326 en 2018 y 370 en 2019.
Aunque las posibles imputaciones por falsedad documental a los ciudadanos venezolanos detenidos tenga posiblemente poco recogido judicial, se hace de vital importancia el hecho que los mismo contarán al menos con antecedentes policiales por su respectiva detención, hecho que podrá obstaculizar los trámites de extranjerías posibles o futuros en los cuales los ciudadanos venezolanos estén inmersos.
