Homologar un título universitario en España es una odisea por la pesada burocracia. Las esperas suelen ir de los nueve meses ―para un título expedido en Europa― a más de dos años, y si la licenciatura o el grado es de Medicina, aún más tiempo si es un título extracomunitario. Ahora el Ministerio de Universidades prepara un decreto de procedimiento de homologación (para las profesiones reguladas) y de equivalencia de los títulos extranjeros que será aprobado próximamente en el Consejo de Ministros y que acorta los plazos hasta un máximo de seis meses porque agiliza la burocracia y exime en muchos casos de un informe complementario.
Las 15.000 tramitaciones en lista de espera ―aún hay 9.000 de 2019― se regirán por el decreto de 2014, pero el ministerio asegura que habrá “un plan de choque” para resolverlos de forma “inminente” digitalizando sus expedientes y contactando con los demandantes telemáticamente. Actualmente, el método es el correo certificado, que eterniza el procedimiento. El pasado año se aprobaron 9.000 homologaciones y se falló en contra de apenas 350, por lo que el ministerio cree que no tiene sentido ser tan puntilloso.
“Es de vital importancia para nuestro mercado laboral atraer el talento que necesitamos para recualificar nuestro país. No se puede pensar en hacerlo sin la inmigración de profesionales de alta cualificación”, ha afirmado el ministro de Universidades este miércoles en rueda de prensa. “La espera es un drama humano que se hace insoportable. Muchos de los mejores abandonan y optan por países más acogedores en su burocracia aunque hayan optado por España”, ha añadido. El ministro confía en que haya un “efecto llamada” entre los inmigrantes muy cualificados porque lo considera “fundamental” para construir una sociedad del conocimiento al estilo de Silicon Valley. Un 25% de los ciudadanos extracomunitarios, según un estudio de la Universidad de Comillas, posee un título universitario.
Cuando el licenciado fuera de España presente la solicitud telemáticamente al Ministerio de Universidades, se generará un número de seguimiento, como el de los paquetes de correo urgente. Ya no se podrá solicitar presencialmente. En los siguientes 15 días ―según los planes del ministerio― se revisará la petición y se demandará la subsanación de errores (ocurre en la mayoría de los casos). El demandante contará con 15 días para corregirlos.
Una comisión de homologaciones ―formada por técnicos del ministerio y profesores universitarios, en total 12 personas― contará después con hasta dos meses para emitir un informe que habrán redactado expertos en la materia y el resultado se comunicará al interesado. Para las profesiones reguladas ―médico, veterinario, abogado o juez― se pedirá un informe al colegio correspondiente que deberá de concluirse en 10 días (ahora se demora meses).
Si la resolución es afirmativa, se expedirá el título en 10 días y, si es negativa, el afectado contará con 15 días para presentar alegaciones y el ministerio con otros 15 para contestarle. La novedad es que los títulos expedidos en Estados del Espacio Europeo de Educación Superior o en países con los que hay reconocimiento de los estudios no tendrán que someterse al veredicto de la comisión de homologaciones. En estos momentos hay equivalencias automáticas con determinadas universidades de prestigio en Argentina, Colombia y Chile y países como Ecuador están muy interesados en la reciprocidad.
Estarán eximidos también del informe los expedientes “cuando se corrobore que la mayoría de solicitudes ―100 como mínimo― de homologación o equivalencia de un determinado título universitario extranjero proveniente de la misma universidad de un determinado país, se ha saldado con la obtención de una resolución definitiva favorable”, se afirma en el decreto. “Así que el porcentaje de informes que se hagan va a ser mucho menor”, subrayó José Manuel Pingarrón, secretario general de Universidades.
La pandemia ha puesto de manifiesto la gravedad del problema. En los momentos más duros, las autonomías quisieron contratar a sanitarios muy experimentados en sus países de origen ―en su mayoría sudamericanos―, pero no podían ejercer por faltarles la homologación. El ministerio les facilitó entonces un permiso especial para ejercer durante un año. Universidades valida el título de Medicina y el Ministerio de Sanidad, por su parte, tiene que reconocer la especialidad. Castells ha tenido un recuerdo para los funcionarios que durante el confinamiento regularizaron a 4.100 sanitarios acudiendo al ministerio, semivacío, porque muchos de los expedientes estaban en papel. “No es posible que el sistema funcione a partir del heroísmo cotidiano de los funcionarios”, ha sostenido el ministro.
