España contratará 10.000 sanitarios para luchar contra la COVID-19

Así ha sido aprobado por el Consejo de Ministros mediante el Real Decreto-Ley Real Decreto-ley 29/2020, de 29 de septiembre, de medidas urgentes en materia de teletrabajo en las Administraciones Públicas y de recursos humanos en el Sistema Nacional de Salud para hacer frente a la crisis sanitaria ocasionada por la COVID-19, por el cual se incluye un conjunto de medidas que permitirán que a las Comunidades Autónomas y al Instituto Nacional de Gestión Sanitaria (INGESA) contratar de manera excepcional a personal sanitario para afrontar la crisis causada por la COVID-19 en España.

De esta manera, según el Real Decreto-Ley, se podrá contratar a todos aquellos profesionales que cuenten con el grado, licenciatura o diplomatura necesaria para ejercer, pero que carecen del título de especialista reconocido por el Estado español, para la realización de las labores propias de su correspondiente especialidad.

En consecuencia, se podrá contratar, a todos aquellos quienes hayan realizado las pruebas selectivas de formación sanitaria en la convocatoria 2019/2020, que hayan superado la puntuación mínima pero no han resultado adjudicatarios de una plaza.

En cuanto al personal extracomunitario, el Real Decreto Ley permitirá la contratación de profesionales sanitarios que cuenten con un título de especialista obtenido en un Estado no miembro de la Unión Europea, incluidos en el ámbito de aplicación del Real Decreto 459/2010, de 16 de abril, por el que se regulan las condiciones para el reconocimiento de efectos profesionales a títulos extranjeros de Especialista en Ciencias de la Salud, siempre que el Comité de Evaluación les haya emitido el informe-propuesta regulado en el artículo 8.b), c) o d) del Real Decreto 459/2010, de 16 de abril.

El contrato que se suscriba permitirá el desarrollo de la actividad asistencial, según recoge el Real Decreto Ley, el cual podrá prolongarse hasta doce meses, prorrogable por sucesivos períodos de tres meses. Adicionalmente, se destaca que el período de servicios prestados será tener tenido en cuenta para el reconocimiento de efectos profesionales del título de especialista.

Se calcula que entorno a 10.000 sanitarios se verán beneficiados por la medida. Concretamente, en Medicina son 4.557 los profesionales que realizaron las pruebas selectivas de FSE de la convocatoria 2019/2020, y que no obtuvieron plaza, así como otros perfiles facultativos tales como Psicología (2802 profesionales), Biología (557), Química (161) y Física (93).

A pesar de la noticia, diversos sindicatos de médicos han convocado huelgas en todo el país en contra de la medida que permite agilizar la contratación de trabajadores extracomunitarios. Así ha sido advertido por el sindicato CESM quienes han expresado que «Utilizaremos todas las herramientas disponibles, desde iniciar una ronda de contactos con todos los grupos políticos hasta el recurso por vía judicial nacional y europea, pasando por la petición de amparo ante el Defensor del Pueblo”.

Por otra parte, el Foro de la Profesión Médica ha expresado su preocupación por dicha medida. El Foro no entiende que el Gobierno recurra a la homologación de títulos de médicos extracomunitarios sin contar con “los más de 7.000 graduados en Medicina en las facultades españolas que están en la misma situación y en disposición de realizar aquellas tareas encomendadas que no sean estrictamente competencia de especialistas”.
